FORT LEE, Va. (May 19, 2014) - Soldiers training to operate small arms/army will be certified after completing individual training.

The free certification program will be implemented by the end of the year, according to Damon Dean, chief of the Ordnance Division of the Conventional Weapons Division, Armament Electronics-Maintenance Training Division.

"I hope the first quarter of the year [2015] - the end of this year to the beginning of next year," he said. Dean said the program will be offered to Marines attending the course.
In order to obtain a Gunsmith certificate in regular military weapons, students must complete an online course in addition to the 13-week requirement to complete the 91F military-specific training course.
"There are 20 modules to complete, and they range from basic weapons to armor," Dean said. "It's an automatic transition that can take three months or more. They can fill out a pre-graduation certificate and apply for it themselves. It depends on the student."
Class certificates will only be issued to students who are currently studying at the time of application, according to Sunday Wright, director of 91F courses.

"We are now offering this opportunity to students because we are in the first phase of this certification process," he said. "Also, the agreement (with Penn Foster) is to evaluate the student's eligibility. We will continue to monitor the program and hope to expand it in the future, including former graduates of the 91F course."
The Dean said that if the program is to be successful among today's students, the availability of computers is essential.
"One of my concerns is students' ability to use computers," he said. "We can have a student with a lot of credit ready to work on a license, but if they don't have a computer — either at school or at camp — it can disrupt the program."
Dean said he and his team are finalizing plans to ensure subscribers have the resources to support their efforts.

"We're on our way," he said. "What we have to do is to set up our equipment. Set up a computer lab where students can spend their time working on the course."
Enrollment expectations for the first year are high. With 1,200 veterans and veterans graduating each year, the applicant pool can be large, Dean said.
"I'm expecting 1,200 students," he said. "We planned for 1,200 students, but as with anything, there will be a percentage of students who will not make the program for whatever reason. I believe that a large number of students will participate in the audit.
Penn Foster's program, established through the National Guard Authorization Act of 2014, joins the ranks of the Ordnance College's military specialists who provide certification during a time of different focus. Dean said donations to the 91Fs will be a boon to the profession.

"Our students spend a lot of time here learning their job to maintain the best equipment in the world, for the best Soldiers in the world," he said. "I think this decision is to confirm the level of their competence in their work, and it will certainly facilitate their transition to work in the civilian sector."
During training, held primarily in Hatcher Hall on the Ordnance Campus, ordnance/military personnel learn the principles of electronics, hydraulics and mechanics; drawings, and designs; electronic and mechanical testing equipment; and operation, testing and maintenance of conventional weapons and ammunition.
